DISTRICT 10
District 10 is the ranch of Panem and since its inception, it has been raising cattle, primarily beef, but many other forms of livestock as well like pigs and sheep for butchering and consumption by the Capitol. Following the Mockingjay Revolution, District 10 has remained a steady meat producer for all of Panem. District 10 has a population of 19,000 and the southernmost district of Panem, occupying a very dry southern desert and grassland near what they call the Great Southern River. District 10 traces back its lineage to before the Great War when it used to the Old West and the home of cowboys and ranchers. Now, it still holds that tradition but cowboys have been replaced by special drones and tagging lasers. In addition to be a source of meat, District 10 is also a prime vacation spot if you like whitewater rafting, trailblazing, or even just looking the pristine mountains, canyons, and such that cover District 10.
Government
District 10's Government is composed of a legislative and an executive branch. The legislative branch consists of a Council of five members who are elected by direct popular vote from each of the five precincts of District 10 for three years terms. The purpose of the Council is to pass and enact all the laws and regulations for District 10, most of which deal with land issues and cattle breeding regulations. The executive branch consists of a Governor who is elected by direct popular vote of the entire district for a term of 3 years. The Governor's job is to administrate the District by overseeing different regulatory and service agencies as well ensuring laws are enforced and presiding over the local peacekeepers who help by arresting offenders and keeping order. The current Governor is Dalton Firesmith who was a cattle breeder and then a revolutionary during the Mockingjay Revolution.
