DISTRICT 12
District 12 is the smallest and humblest of all the districts of Panem, although it has given rise to many mighty figures who helped change the course of Panem's history. Pre-Mockingjay, District 12's primary industry was coal mining, and all its coal was used to fuel and power the Capitol's energy sources. However, following the Mockingjay Revolution, coal has been mostly outsourced as an energy source, although District 12 does do some small scale coal mining still. District 12 has also expanded into the medicine sector by both operating one of the largest medical centers in eastern Panem, as well as having multiple factories for taking the medicinal herbs and plants from District 11 and processing them to create medical wraps, injections and drugs. In addition to becoming the medical capital of the nation, District 12 is also known for its beautiful and pristine landscape. Certainly a valuable tourism attraction, District 12's historical, cultural, and natural significance make it a prime spot for visitors, and especially if you've had an accident. In additon, District 12 is one of the quaintest districts with only 8,000 residents and if you are lucky, you might catch a glimpse of President Everdeen, who is a frequent visitor to the district.
Government
District 12's government is not unique in the fact that it follows the exact pattern for a district government, but it is unique in the fact that it is very small and intimate. The District is run by a Governor who is elected every three years by the whole district. The Governor's duties include overseeing the day-to-day operation of the District's government, overseeing administrators and agencies, and enforcing all laws of the District and Panem through his own powers and through that of the district peacekeepers who also serve as a police/security force for the district. The current Governor is Lavender Mildwing. The Council is the legislative organ of District 12's government, passing and making all laws and regulations. The Council is composed of one member elected from each of the five precincts of District 12 for three year terms.
