DISTRICT 13
District 13 is a key district for the defense of Panem, along with District 2 and District 3. Originally, District 13's industries were graphite mining and nuclear research, in which District 13 created a massive arsenal of nuclear weapons which they used to force the Capitol to let them leave Panem. During the Mockingjay Revolution, District 13 was the key base of operations and to this day, its defense center still stands. Now, District 13 serves as a secondary defense post and is primarily a military district. It is a base of most of Panem's hovercraft fleets and military troops, while the Nut in District 2 is the command center. District 13 also serves as a defense base for protecting Panem's eastern coast while the Nut provides protection to the Western coast and the Capitol. Because of its military use, District 10 is not really a very popular place for tourism and although civilians do live there, most work in a capacity for the military. This includes doctors, cooks, and such. District 13's current population is 14,000.
Government
District 13's government consists of an executive and legislative branch. The executive branch consists of a Governor who is elected by the District at large for a term of three years but the Governor cannot be a member of the military and must be a civilian. The Governor's job is to head the different executive agencies and departments of District 13, in addition to enforcing all laws and overseeing the operation of the district's peacekeepers, who serve as police and security forces for the District. The current Governor is Collard Hunt. The legislative branch of District 13 is composed of a Council that has five seats. Each of the five members represents a precinct of District 13 and is elected by that precinct for three years. The Council passes and enacts all laws of District 13 but their laws do not have jurisdiction over any military bases or facilities in District 13.
