THE CAPITOL
The Capitol is the seat of government for Panem and considered the center or heart of the nation. Pre-Mockingjay, the Capitol controlled and dominated all of the Districts, taking their food and resources while forcing them to participate in bloody Hunger Games. Now, the Capitol no longer controls all the Districts, that power being transfered over a representative republican government that is based out of the Capitol, although the Capitol itself actually recieves no representation in the government. The Capitol has been known for its luxury and extreme sense of fashion, although that has been somewhat dappened by the new government of Panem. The Capitol is also very populated with 96,000 citizens and contains most of the nation's wealth. Anyone who visits Panem should at least visit the Capitol once and very likely will as all flights into Panem land there and as they say, "all roads lead to the Capitol"
Government
The Government of the Capitol is patterned similarly to that of the Districts, but the major difference is that the Government of Panem, specifically the Senate, can override any law and remove any Capitol official from office. The chief executive of the Capitol is the Mayor who is elected by an election held city-wide for three year terms. The Mayor heads the executive departments and agencies of the Capitol that provide many services to its residents, and the mayor is also tasked with enforcing all the laws of the Capitol and any laws of Panem. The Mayor also heads the Peacekeeper Corp of the Capitol that is responsible for maintaining the peace in the city and arresting troublemakers. The current mayor is Maximus Lockpetal. The legislative branch of the Capitol consists of a Capitol Assembly composed of 13 members. Each of the members is elected by direct popular vote for three years to represent one of the thirteen wards that the Capitol is divided into. The Assembly is responsible for passing all laws and regulations for the Capitol, but its decisions can be overrided by the Senate of Panem at any time.
