DISTRICT 9
District 9, better known as the breadbowl of Panem, is the country's largest producer of grain. With a populaton of 15,000, District 9 is a small but beneficial district. While not mentioned in a lot of accounts of Panem's history, District 9 is easily one of the few districts that are the most necessary for not only the Capitol, but for all of Panem. District 9's primary industry was and still is grain growing. District 9 also is home to some of largest grainery storages in the world, as well a huge chain of processing plants that process the grain and turn it into flour or other meals. Pre-Mockingjay, almost all of District 9's produce was shipped to the Capitol, but now, its produce is being distributed throughout the nation, while certain reserves of its grain are being stored for future famines or disasters when it may be needed. District 9 has also been recently used for some small scale energy production, especially in the field of windpower due to its large expansive swaths of flatlands used for growing grain. District 9 is certainly a great place to go if you like the prairie or the plains and the night sky above can be breathtaking.
Government
District 9 is headed by a Governor who is elected for a term of three years by all the voters of the district. The Governor's tasks are to enforce the laws of the District, oversee the operation of the departments and agencies that the District runs, and head the peacekeeping forces in the District to ensure stabibility, law, and order. The current Governor was elected in 2180 and is Daffodile Spottedleaf. In addition to the Governor and to act as a check on his or her powers, a Council of five members is also part of the government, its job being to pass and enact all laws and orders for the District. The Council's members are elected from each of the five precincts of District 9 for a three year term.
